ENUM.TEST FRAMEWORK FOR ENUM TRIALS IN SWEDEN 1. Introduction During 2002, PTS has initiated the work of three working groups, ENUM-1 (Applications), ENUM-2 (ENUM domain name and customer process) and ENUM-4 (Infrastructure and ITU TSB delegation) tasked with preparing for ENUM trials under domain .6.4.e164.arpa. These groups finished work in September-November 2002 and delivered three reports to PTS (available on www.pts.se). Using these reports the following text was written by the ENUM.TEST working group to describe the organization of the ENUM trials. The Swedish national ENUM trials is composed of several multilateral tests between interested parties under the lead of the ENUM.TEST working group. A mailing list and web site serves as a communications and coordination channel between test participants. 2. Objectives The objectives of the trials is twofold: 1. Provide PTS with guidance on the applicability and usefulness of the ENUM based applications for end-users and other players in the Swedish telecom and Internet market under the domain .6.4.e164.arpa. Specific goals are solutions for the administrative and technical roles and responsabilities for ENUM, the handling of end-user data in the customer process, renumeration between entities involved in ENUM, questions concerning protection of privacy and processing of personal data and competition aspects of ENUM. This should be documented by PTS in a report to the Swedish Government by the end of July 2003. To this end all participants shall regularly submit test reports to the mailing list and are expected to make presentations at ENUM Reference Meetings (see clause 7) hosted by PTS. All material will be published on the ENUM.TEST website. At the end of the trial period, according to clause 8 below, final reports (in Swedish) should be provided to PTS from the ENUM.TEST and ENUM.ADTAX working groups. 2. Give the Swedish telecommunications market an opportunity to gain experience in the use of ENUM. To this end the ENUM working groups have described a set of specific goals to be given priority in the trials. These goals are described in an appendix. Test participants are strongly encouraged to use this list of goals as a guideline for the design of specific tests. Experience from practical tests that might change the goals or procedures described in the reports from ENUM-1, ENUM-2 and ENUM-4 will be forwarded to ENUM.ADTAX by ENUM.TEST. 3. Central Resources All participants in the Swedish national ENUM trials must subscribe to the mailing list (enum-test@autonomica.se) and copy all communication to this list. List archives are at ftp://ftp.cafax.se/pub/archives/enum-test.list All communications on this mailing list is in English. There is an FAQ for the ENUM trials provided by the ENUM.TEST working group at http://enum.autonomica.se/faq.shtml which should be consulted before asking questions on the mailing list. There is a mailing list where those responsible administration of central resources (web site, ENUM Tier 1 registry, mailing list, DNS operations, etc) can be reached: enum-test-admin@autonomica.se. The ENUM Tier 1 Registry for the trials will be operated by NIC-SE in agreement with the ENUM Tier 1 Manager (PTS) and also according to procedures described in the report from ENUM-4. This registry will together with participating TSPs and a ENUM Registrars ("ombud") emulate the functions of the administrative procedures described in the report from the ENUM-2 working group. This is an important part of the trials and the administrative procedures are expected to change or be enhanced over time and reported back to PTS according to objective 1 above. 4. Participation Participation in the ENUM trials is open. End users must notify their TSP in order to inform the TSP that the number will be part of the trial and to give the TSP possibility to verify that the used numbers belongs to the customer, before the telephone numbers are registered in an ENUM-DNS within the trial. TSPs have costs for each participating customer and therefore TSPs are not expected to allow an unlimited number of customers to participate in any given test but are encouraged to allow as many customers as possible to participate. Unlisted (ex-directory) numbers shall not be part of the ENUM trials. All test participants must submit a technical contact (email and phone) to the enum-test admin group (enum-test-admin@autonomica.se). Contact information will be published on the web site. All test participants must react promptly to technical complaints from any other party (eg. if a test is disrupting operations). All participants must be published on the web site and participation in the ENUM trials requires written consent from natural persons according to PuL (1998:204) to this and any other related requirement listed in this document. Individual tests/experiments must be announced to the mailing list at the beginning of each test. Announcements must include the following: * participating parties * purpose * time frame * a simple abstract * instructions and requirements for joining Tests should be designed to allow new participants to join. Tests must be designed to avoid negative impact on other tests. Results from tests must be communicated to the mailing list (an thereby to the ENUM.TEST and ENUM.ADTAX working groups) and will be published on the web site http://www.autonomica.se/enum-test/. All documentation must be submitted in either text, pdf or html form. Participants are encouraged to solicit participation in individual tests using the mailing list. 5. Economic Compensation The central resources (e.g ENUM Tier 1 Registry, mailing list and website) and PTS neither require nor provide any compensation to/from participants in the Swedish National ENUM trials. All participants must realize that tests are conducted on a non-commercial basis. Participants must cover their own cost for participation in these trials. Bilateral agreements that include economic compensation may be established between pairs of participants. 6. Liabilities The central resources and PTS accept no liability what so ever in the Swedish National ENUM trials. All participants must realize that tests are conducted on a best-effort basis using non-production services. Bilateral agreements that include liabilities may be established between pairs of participants. 7. PTS ENUM Reference Meetings ("PTS ENUM Avstämningsmöten") PTS will continue to host ENUM Reference Meetings during the ENUM trials. These meetings will be held regularly and will, together with the mailing list, act as a forum for discussions about specific issues which may arise during the trials. If this forum is unable to reach consensus on an issue, PTS will act as a tie breaker at these meetings. 8. Termination of the Trials At a date determined by PTS the ENUM trials will be terminated. According to the general timetable this date is in May 2003. After this date the central functions (mailing list, web site, ENUM Tier 1 Registry, TSP validation) will cease to exist. Termination of the delegation of the .6.4.e164.arpa is under the authority of PTS to decide. A. Appendix: Goals and Objectives of the ENUM Trials. This document contains a list of initial goals for the ENUM technical trials. This list was created directly from the list of questions and test cases spelled out in the reports submitted by the ENUM-1, ENUM-2 and ENUM-4 work groups to PTS. The list is not prioritized. Participants in the enum technical trials are encouraged to take these goals into consideration when designing tests. Nothing else is implied. ** ENUM-1 Goals + SIP/PSTN basic call Test interoperability between different implementations of ENUM. Investigate the performance impact of DNS on call routing. + Non-telephony applications Investigate the interaction (if any) between different applications (i.e NAPTR pointers) wrt DNS. Test interoperability of messaging and directory applications. ** ENUM-2 + ENUM subscriber identification Find a solution to the problem of subscriber identification both for the trial period and for permanent operation with special emphasis on ENUM-registrars. + Notification Find a mechanism for TIER-1 notification upon subscriber cancellation. + E.164 ENUM Life Cycle Describe the ENUM life cycle of a subscriber/e.164 domain and create mechanisms needed for permanent operation. Identify any entities beyond the TSP, TIER-1 and ENUM registrars. + Message passing Implement a framework for message passing between ENUM entities, i.e TIER-1, TSP and ENUM registrars. + TSP opt-in Investigate the implications of TSPs not participating in ENUM - shall E.164 numbers from this TSPs be allowed for ENUM applications or not. + Registrar requirement Document all requirements placed on ENUM registrars by TSPs and TIER-1. + Cost recovery and financing Document possible business models and monetary streams. ** ENUM-4 + TIER-1 zone operations Document operational procedures for the TIER-1 zone including the use of slave servers and internal delegation. + DNS Sec Investigate the implications of using DNS Sec in the 6.4.e164.arpa domain.
